If you own a Cleveland residential property or child care facility built before 1978, the Coalition and its Lead Safe Program Administrators can connect you to everything you need to remediate lead hazards and help end childhood lead poisoning in our city. 

LEAD SAFE RESOURCE CENTER

Your one-stop shop for guidance and support, the Resource Center’s team of specialists connects Cleveland residents with the tools they need to live Lead Safe, including no-cost education and DIY lead remediation training, access to lead screening services, help applying for financial assistance and Lead Safe Certification, even workers qualified to make Lead Safe repairs.

LEAD SAFE HOME Loans & Grants

As a Cleveland property owner, you could qualify for financial assistance to help cover the cost of making your property Lead Safe! Eligible repairs include interim control improvements like paint repairs, new doors or windows, covering lead paint and bare soil, surface treatments that minimize friction or prevent impact, and the sampling, cleaning, and clearance of lead dust.

Not sure if you qualify? Need help with your application? Your neighborhood Program Administrator will guide you through your application and, once funding is approved, manage your Lead Safe construction project.

LEAD SAFE CHILD CARE

The Lead Safe Child Care Pilot Program will help 30 Cleveland child care centers built pre-1978, including home-based facilities, become Lead Safe. Participants will have all necessary lead remediation work performed by vetted, EPA-certified Lead Safe workers, have access to professional development and family support resources, and receive financial assistance to help pay for lead repairs.

Program FAQs

A home is Lead Safe when lead hazards are controlled so that the concentration of lead dust remains below the threshold set by the U.S. Environmental Protection Agency. This means a Lead Safe home is no longer hazardous but may still contain lead.

You can visit the Resource Center at 4600 Euclid Ave in Cleveland (Suite 320) Monday through Thursday from 9 AM – 5 PM and Friday by appointment only. To contact the Resource Center, call 833.601.LEAD (5323).

Grants

  • Up to $12,000 per property (max 12) 
  • Available to both owner-occupied and rental property owners
  • Eligibility is determined by the current 120% Area Median Income (AMI)
  • No down payment required

Loans

  • Up to $7,500 per loan (no max)
  • Available to both owner-occupied and rental property owners
  • No income requirements – eligibility based on Debt-to-Income ratio (DTI)
  • A down payment of 10% of the approved loan amount is required

A total of 30 child care centers or home-based child care facilities built before 1978 will be selected to participate in the pilot program. Providers located in priority neighborhoods will be given priority.

Priority neighborhoods are defined as neighborhoods documented as having more than 7% of children ages 0-6 tested with elevated blood levels (EBLL).
