Support for Cleveland Families Facing Lead Hazards

For families living in a Cleveland rental property built before 1978, both short- and long-term support is available, including temporary hotel lodging, and permanent relocation solutions.

The Lead Safe Relocation Assistance Program supports families in Cleveland who are displaced or at risk of being displaced from their homes due to circumstances related to lead, including:

  • Lead abatement or remediation activities taking place on their property
  • Lead hazard control orders with vacate orders
  • Hospitalization of children for highly elevated blood lead levels
  • The risk of eviction or legal issues related to lead poisoning or lead hazards

Our goal is to prevent childhood lead exposure while providing families with safe housing.

Relocation Assistance and Housing Support Services

We offer comprehensive relocation solutions to support families impacted by lead hazards. Our services include temporary emergency housing, such as hotel lodging, and for families whose homes are condemned or deemed uninhabitable, we also offer permanent relocation assistance to ensure long-term stability and safety.

Qualifying for Relocation Assistance in Cleveland

Families with children living in the City of Cleveland may qualify for assistance if they are at risk of displacement for one or more of the following reasons:

  • Eviction or legal disputes related to lead poisoning
  • The issuance of a Lead Hazard Control Order
  • Lead remediation or abatement activities happening in the home
  • The presence of one or more children under 18 with elevated blood levels

Relocation Types

Temporary Relocation

Temporary relocation options may be provided for eligible families living in rental properties in cases where the property owner is actively working to address lead hazards through remediation or abatement measures.

Permanent Relocation

Permanent relocation may be provided in cases where an eligible family is living in a home that has been condemned or otherwise deemed unhabitable due to lead hazards or related legal issues, including cases where a rental property owner fails to take necessary action.

How to Apply for the Lead Safe Relocation Assistance Program

There are two ways for Cleveland families to get started:

Eligible families may be referred by our community partners, including:

  • Legal Aid Society of Cleveland

Every situation is different. Permanent relocation is only available in specific cases, such as vacate orders or uninhabitable homes. Our case managers will guide you to the safest solution for your family.

We prioritize cases where families are displaced or will be displaced very soon. Examples include families who have been ordered to vacate their homes by the Health Department, or those facing legal issues related to lead hazards or poisoning.

Families who are not displaced or at imminent risk of displacement will receive relocation assistance while lead abatement or remediation activities are performed inside their homes. For families unable to safely return home due to lead hazards, permanent housing solutions will be pursued.

No, there are no income restrictions or limits. To qualify for relocation assistance, there must be children residing in the home, and the family must be impacted by lead poisoning in one of the ways listed at the top of this page.
